Following a violent raid on a brothel owner in Copenhagen, Rose, the headstrong assistant of Sergeant Carl Mørck, raises the question of a prostitute disappeared years ago - one of the many unresolved issues that the Q department has to solve. When Mørck and his colleague Assad are forced to investigate the case, suspicious clues emerge over an island where the Danish government used to send frivolous women, who were then at the mercy of the guards of the security staff. Mørck and Assad soon discover that this is just the tip of the iceberg of an unheard of form of human rights violation that started more than half a century ago and apparently is still going on.
